Procurement Officer (Construction & FM) // 9M £450pd
Candidates must have the following minimum experience to be considered for this role. Those who do not meet these criteria should not be submitted:
2 Years experience of managing end to end procurement exercises within a Local Authority or other equivalent Public Body which is subject to the Public Contract Regulations 2015 (as amended) and the organisations Procurement Procedures.
at least two years’ experience of applying PCR 2015 or advising clients to ensure compliant procurement processes.
2 Years work experience undertaking the assembly of Tender Packs (Invitation To Tender / Request for Quotation) and can demonstrate experience working with Client Project Teams / Internal Departments (Legal / Insurance / Data Officers / etc) to assist with drafting documents with the Client Project Team and ensure the Tender Packs are complete with all relevant information (including weightings and sub-criteria). All as supported and guided by the Category Manager. This may include experience of supporting market engagement activities.
2 Years work experience of running a Tender Process on an electronic Procurement Portal. Experience of – setting up projects in the system and knowledge of workflows and activities within. Note Tower Hamlets use The London Tenders e-procurement portal (Proactis) but equivalent operating system is acceptable. Knowledge of publishing requirements (contract finder etc).
Experience of dealing with the post tender submission evaluation process supporting activities leading up to the award of a contract including record keeping
Experience of managing moderation processes
Advantage Criteria
A Candidate will have an advantage if he/she has experience of the following;
• Significant experience of over threshold procurements (including frameworks)
• Experience of carrying out call-offs from frameworks
• Experience of using large Public Buying Organisations(PBOs) frameworks for Call-Off Contracts e.g. ESPO, YPO and CCS
• Experience of using London Tender e-procurement Portal (Proactis)
• At least two years experience within the Construction and Facilities Management environment within a Local Authority or other equivalent Public Body
• Candidate has a working knowledge of construction procurement protocols, including terminology. Must also have an understanding of the Construction Project i.e. RIBA Work Stages both pre-construction and construction activities
Corporate Procurement Requirements
In addition to the criteria listed above, candidate will also be require to:
Have experience in Management of interfaces with Council Stakeholders to address any issues / provide support and advice.
Work flexibility to undertake work in other categories as may be assigned by Head of Procurement of Construction and FM category manager.
